The Directorate General of Foreign Trade ( DGFT ), in collaboration with the Ministry of External Affairs ( MEA ) and various Government Agencies, is preparing to host the National Conference on Strategic Trade Controls ( NCSTC ) on January 30, 2024. This conference is pivotal for discussions surrounding the trade regime of dual-use goods, software, and technology.
The primary focus of the conference is on India’s Strategic Trade Control system, with a specific emphasis on the regulation of Special Chemicals, Organisms, Materials, Equipment, and Technologies ( SCOMET ), along with Export Controls. The objective is to delve into international best practices and ensure compliance in the export of dual-use goods, covering both industrial and military applications, as well as software and technologies.
Set to take place at Vigyan Bhawan, New Delhi, the conference has opened registrations for industry professionals and stakeholders keen on participating. DGFT has extended invitations through its website and other relevant platforms. Distinguished international speakers, including the Chair of the 1540 Committee of the United Nations Security Council ( UNSC ) and the Chair of the Missile Technology Control Regime ( MTCR ), along with senior government officials such as the Commerce Secretary, Member ( Customs ) of CBIC, and the Director General of DGFT, are expected to address the conference, engaging with over 500 industry representatives.
The conference anticipates active involvement from officials representing various departments and organizations of the Government of India, integral to India’s Strategic Trade Control System, as well as representatives from the industry. With a specific focus on sectors regulated under India’s SCOMET list, including special materials, high-tech equipment, chemicals, biotechnology, defense, aerospace ( including Drones/UAVs ), electronics, semiconductors, telecommunications, and information security, the conference aims to foster collaboration and outreach.
Thematic sessions throughout the day will feature industry leaders sharing insights and experiences related to the export of dual-use goods and technologies. These sessions will cover various facets of India’s Strategic Trade Control system, including the legal and regulatory framework, steps taken to streamline the SCOMET policy and licensing processes, enforcement mechanisms, and supply chain compliance programs.
Aligned with India’s Strategic Trade Control system and in accordance with relevant international conventions, mechanisms, and regimes, the country regulates the exports of dual-use items, nuclear-related items, and military items, including software and technology under the SCOMET list. This list is duly notified by DGFT under the Foreign Trade Policy. The NCSTC conference serves as a crucial platform for dialogue, understanding, and cooperation in the realm of strategic trade controls. It contributes to building a robust and compliant export ecosystem in India, ensuring that the nation remains at the forefront of responsible and regulated international trade practices
