The Central Government has appointed Ravi Agrawal, IRS, Member, Central Board of Direct Taxes as Chairman of the Central Board of Direct Taxes ( CBDT ) with effect from 01.07.2024 upto the date of his superannuation i.e. 30.09.2024 and thereafter his re-appointment on contract basis upto 30.06.2025, on usual terms and conditions applicable to re-employed Central Government officers, in relaxation of the Recruitment Rules.

The Central Board of Direct Taxes ( CBDT ) is headed by a chairman and can have six members who are in the rank of special secretary.

Functions of the CBDT

1. Levying and Collecting Direct Taxes: The CBDT is responsible for matters related to the imposition and collection of direct taxes.

2. Policy Formulation: It formulates various policies concerning direct taxes.

3. Supervision: It oversees the entire Income Tax Department.

4. Legislative Suggestions: The board suggests legislative changes in direct tax laws.

5. Tax Rate Recommendations: It proposes changes in tax rates.

6. Taxation Structure Proposals: It recommends changes in the taxation structure to align with government policies.

The Central Board of Direct Taxes handles matters related to the imposition and collection of direct taxes and formulates various related policies.

The following are the functions of the Chairman:

  • Administrative planning of the Income Tax Department.
  • Act as advisor and conscience keeper of the Indian Revenue Service.
  • Handle senior appointments.
  • Represents the Finance Ministry at important tax-based conferences at the UN and OECD.
  • Transfers and postings of officers in the cadre of Chief Commissioner of Income-tax and Commissioner of Income-tax.
  • Matters dealt with in the Foreign Tax and Tax Research Division, except matters under Section 80-O of the Income-tax Act, 1961.
  • Ensure that the Cabinet decisions are implemented
  • Advise the Finance Minister of India.
  • All matters relating to Central and Regional Direct Taxes Advisory Committees and Consultative Committee of the Parliament.
  • Public Grievances.
  • Provide an element of continuity and stability to administration during crises
