DGFT adopts System-Driven approach to Streamline Ad-Hoc Input Output Norms

The DGFT ( Directorate General of Foreign Trade ) has adopted the system driven approach to streamline the  Ad-Hoc Input Output Norms with the aim of improving the ease of doing business for exporters while reducing time and effort for both DGFT and concerned exporters.

As part of these ongoing reforms, DGFT has amended the Handbook of Procedures 2023 through Public Notice No. 51/2023 dated March 14, 2024. This amendment, affecting paragraphs 4.14 and 4.06, is designed to further streamline and automate the establishment of ad-hoc Norms and the notification of new Standard Input-Output Norms ( SION ) under the Advance Authorisation scheme.

Since the announcement of the new Foreign Trade Policy in April 2023, DGFT has been revamping its systems to expand automated, rule-based processes within the FTP framework. This includes the enhancement of post-issuance audit capabilities and risk mitigation functions.

Several processes have already transitioned to a rule-based automatic system. These include the issuance and amendment of Importer-Exporter Code ( IEC ), the issuance of Status Holder Certificates, the renewal of Registration-Cum-Membership Certificates ( RCMC ), and the issuance, revalidation, extension, and invalidation of Advance Authorizations.

Additionally, the certification for installation under the Export Promotion Capital Goods ( EPCG ) Scheme is now conducted through this process.
