On June 1, 2024, the National Informatics Center ( NIC ) launched the new E-Way Bill 2 web portal. While there were initial access issues two days ago, the portal is now functioning smoothly. The new website is similar to the E-Way Bill 1 portal. According to the official notification, E-Way Bill 1 and E-Way Bill 2 systems will eventually be seamlessly merged and integrated, reducing reliance on the E-Way Bill 1 system during any emergencies.

E way Bill

An e-way bill is a mandatory document for the transportation of goods valued over fifty thousand rupees, as per Section 68 of the Goods and Services Tax Act and Rule 138 of the associated rules. This document must be carried by the person in charge of the conveyance. It is generated from the GST Common Portal by registered persons or transporters responsible for initiating the movement of such goods prior to the commencement of transit.

The consignor or consignee, if registered, or the transporter of the goods, can generate the e-way bill. Unregistered transporters can enrol on the common portal to generate e-way bills for their clients. Additionally, any individual can enrol and generate an e-way bill for the movement of goods for personal use.

E way bill Portal

The E-Way Bill system (https://ewaybillgst.gov.in ) has been operational nationwide since April 2018. In response to demand, the E-Invoice 1 system was launched three and a half years ago, and over 600 crore e-invoices have been generated since then. To further enhance reliability, a second e-invoice portal was introduced in Hyderabad in March 2023, along with the establishment of four additional e-invoice portals by GSTN to facilitate quicker and more efficient e-invoice generation for taxpayers.

E way Bill Portal 2 Services

The National Informatics Center ( NIC ) has launched the E-Way Bill 2 Portal (https://ewaybill2.gst.gov.in) in Hyderabad, designed to enhance the availability and reliability of e-way bill services. Operating in parallel with the primary E-Way Bill System in Delhi, this new portal provides critical functionalities for taxpayers and logistics operators, who can use their existing usernames and passwords.

The data from the E-Way Bill 2 Portal will be validated, merged, and made available on the primary E-Way Bill Portal for all business and analytical purposes. Additionally, this portal is integrated with an extra e-invoice portal to ensure seamless e-invoice generation along with e-way bill generation.

Key features of the E-Way Bill 2 Portal include the ability to independently generate and update E-Way Bills. Eventually, the E-Way Bill 1 and E-Way Bill 2 systems will be seamlessly merged, eliminating dependency on the E-Way Bill 1 system during emergencies. The E-Way Bill 2 Portal synchronises e-way bill details with the main portal within seconds.

Cross-platform functionalities are supported, such as printing and updating Part-B of E-Way Bills on either portal. If the main E-Way Bill portal becomes non-operational due to technical reasons, users can update Part-B on the E-Way Bill 2 Portal and use both E-Way Bill slips.

The E-Way Bill 2 Portal provides the following critical services for taxpayers and logistics operators:

  1. Generate E-Way Bills
  2. Update Vehicle Details
  3. Update Transporter Details
  4. Print E-Way Bills
  5. Cancel E-Way Bills

Additional services and operations of the E-Way Bill system will be introduced on the E-Way Bill 2 Portal in the near future. Furthermore, the following APIs are available for taxpayers and logistics operators:

  1. Generate E-Way Bill
  2. Update Vehicle Details
  3. Update Transporter Details
  4. Get E-Way Bill
  5. Cancel E-Way Bill

Statistics of E-way Bill

The E-Way Bill system celebrated its 6th anniversary this year, making a remarkable milestone of 464 crore e-way bills generated. When we look into its journey, by December 2019, it had already hit the 100 crore mark, accomplished within a mere 1 year and 8 months. Another milestone was reached in July 2021, when the system crossed the 200 crore mark. Now, in its 6th year, the tally stands at 464 crores.

Between April 2018 and March 2022, the system witnessed the entry of 2.44 crore vehicles. Moreover, it saw the registration of 41.48 lakh users, along with 90.86 lakh consignees and 41.71 lakh consignors.

The department expects a seamless and obstacle-free experience with the launch of the new portal. As the E-Way Bill system completes its 6th year, it has undergone important changes, presenting both advantages and disadvantages. However, we expect taxpayers to benefit from these services without encountering any difficulties.
