The Ministry of Corporate Affairs ( MCA ), as a step towards addressing concerns regarding anti-competitive practices in digital markets by establishing the Committee on Digital Competition Law ( CDCL ). This decision came in response to the 53rd report of the Parliamentary Standing Committee on Finance, which highlighted issues related to the dominance of big tech companies and their potential impact on competition.

Chaired by the Secretary of MCA, the CDCL was tasked with evaluating the necessity for a dedicated legislation governing competition within digital markets. After thorough deliberation and analysis, the Committee has presented its findings in the form of a comprehensive report, accompanied by a Draft Bill on Digital Competition Law.

Recognizing the importance of stakeholder input, the MCA has now opened the floor for public commentary on both the CDCL report and the Draft Bill.

These documents are made readily accessible on the MCA website, specifically under the section titled ‘Data & Reports [ Reports>>>Library ( Expert Committee Reports ) ]’.

Additionally, interested parties can access the materials through the ‘e-Consultation module’ on the MCA website.

The public consultation period extends until April 15, 2024, allowing stakeholders ample time to review the CDCL report and the proposed legislation thoroughly. During this period, individuals and organisations are encouraged to submit their comments, suggestions, and feedback through the designated e-Consultation module.
